  2. Cerf, Vinton G. and Robert E. Kahn, A Protocol for Packet Network Intercommunication, IEEE Transactions on Communications (COM-22), May,1974, pp. 637-648.  The original statement of the Internet architecture, which initially featured a single protocol, TCP.
  3. Cerf, Vinton G., Protocols for Interconnected Packet Networks, ACM Computer Communication Review, Vol. 10, Num. 4, 1980, pp. 10-59.  This paper describes the later evolution of TCP into TCP/IP. Cerf provides an introduction to a long paper specifying the Department of Defense standard internet protocol.
